semerci was born 21 april in 1960 in denizli-ivril/ turkey.

he started hisstudies at the fine arts faculty,decoritive painting department of marmara university in 1981,ranking firt in the entrance exams.as a student,he took role in the restoration studies of the sait halimpasa villa.he graduated from the university in 1985.
